Tạo hàng loạt mang tính atomic. PACKAGE→INBOUND, SHIPMENT→OUTBOUND. Catalog: Value-added services.
Xác nhận
Với phí báo giá (AWAITING_CONFIRMATION): gửi { "fee_amount", "currency" } khớp pricing.amount. Idempotent nếu đã xác nhận.
